As you may know, USYSA, EPYSA and MYSA are charged with the legal responsibility of assuring that all of our volunteers who have direct contact with children are ones who can be fully entrusted with the safety of minors.  In recent years, there's been increasing attention from state and federal lawmakers with regard to child-safe clearances for adults who volunteer or are employed in a capacity that places them in proximity to children. 

We're all accustomed to needing a driver's license to drive, and going forward, it appears that based on new laws enacted by the state of Pennsylvania, we'll all need to get certain safety certifications to be around children in any organized capacity.  The new clearance requirements apply across the board to school employees, school and camp bus drivers, camp counselors, sports coaches, boy and girl scout leaders, youth group leaders, foster and adoptive parents, and so on.

There are essentially four steps to follow in getting yourself cleared with EPYSA to coach.  Each of these is explained in detail below.

1.  Complete EPYSA's online Risk Management Application (all coaches and assistant coaches).

There is no fee associated with this registration.

Follow the helpful guidelines at the end of this email, and of course, if you have any questions about how to go about any of these four steps - as we did ourselves when we did it the first time - we are more than happy to help.  Just reach out to me (pfpowley@aol.com) or to our Registrar (MYSARegistrar@yahoo.com) and we'll help in whatever ways we can.

For 2015, here are the additional steps required by Pennsylvania law.  The appropriate web sites and procedures for securing these clearances are provided at the end of this email.      

2.  Get your PA Child Abuse History Clearance (all coaches and assistant coaches).

3.  Get your PA State Police Criminal Records Check (all coaches and assistant coaches).

4.  Get your FBI Criminal Background Check - only if you have not been a continuous resident of Pennsylvania for the past 10 years.  If you HAVE resided in Pennsylvania the last ten years, simply send to MYSA a written, signed statement to that effect,   also affirming that you have no conviction that would otherwise disqualify you.

There is a small fee associated with each of these three background clearances, but fortunately, the clearances are valid for multiple years, and they are "portable" from one organization to another.  So if you've already secured one or more of these clearances because of your involvement as a school employee, or as a coach in another sport, or as a scout leader, or as a camp counselor, there's no need to go through the process of securing that clearance again for MYSA.

Some of these state-mandated clearances can be secured online immediately, but some may take up to 4-6  weeks to be processed. Since we can't register any teams with EPYSA until the team's coaches have their clearances, and since all of our team registrations need to be sent in this Spring, it's important that you file for any clearances you might still need before the end of April.

1. Procedure for Completing EPYSA Risk Management Application

Begin by visiting EPYSA's Risk Management page at:    https://www.youthleaguesusa.com/epys/17-18/RiskManagement.html

Choose one of the four check-boxes and then click on " Online Eastern Pennsylvania Youth Soccer Risk Management Application."  Follow the instructions that appear on the next pages to complete your application.  There will be a series of questions about whether or not you've already secured your Criminal Background clearances.  If you haven't, simply answer "no" and continue to the end of the application.  Once your other clearances are secured, you'll send a copy of those certificates to   MYSA, Attention Risk Management Coordinator, PO Box 102, Mountain Top, PA 18707.  We'll then confirm to EPYSA that you are eligible to coach.

Completing this EPYSA Risk Management Application is a prerequisite for being approved by EPYSA as a coach or assistant coach for the team you're coaching. MYSA is unable to assign you to a team until you've completed this EPYSA registration, and the required background clearances.  


2.  Procedure for Securing PA Child Abuse History Clearance

Begin by visiting the PA Child Abuse History Clearance web site at   https://www.compass.state.pa.us/cwis/public/home      

Some browsers might display a notice saying that this is an unsecured web site, but it is not.  If your browser asks you to make an exception to permit access to the site, make the ex  ce  ption so you can proceed.  Once on the home page, click on "Create a New Account" and follow the instructions to secure your clearance.  Processing for this clearance usually takes about two to three weeks.  Results will be emailed to you, and you can also request that a paper certificate be mailed to you.  The web site will assign to you an "e-Clearance ID" number, in case you want or need to follow up on your application. 

As an alternative to securing your clearance online, you can instead apply using a paper application form - a pdf form that can be printed from this web address:     http://www.dhs.state.pa.us/cs/groups/webcontent/documents/form/s_001762.pdf      Paper applications must be accompanied by a $10   money order    payable to "Department of Public Welfare."  Cash and personal checks are not accepted.

When you receive your Child Abuse Clearance Status email or paper certificate from DPW, send a copy of it to     MYSA, Attention Risk Management Coordinator, PO Box 102, Mountain Top, PA 18707.


3. Procedure for Securing PA  State Police Criminal Records Check   

Start by visiting the State Police Criminal Records Check web site at   https://epatch.state.pa.us/Home.jsp    

On the home page, click on "  Submit a New Record Check."  Scroll to the bottom of the next page and click on"Accept."  Choose "Volunteer" as the Reason For Request.  Enter all information, continue to the next page, and follow instructions as they appear, entering yourself as the person being "checked."  After submitting your request, one of three Status possibilities will be displayed:

"Request Under Review" means that it will take from 2 to 4 weeks for your request to be updated to "Record" or "No Record."

"No Record" status should be printed out on your computer.  (There is no "Print" icon on the web page itself, so you might need to rely         on the "Print" or "Menu" icon on your browser's tool bar - usually found in the upper right corner of the browser window.)

"Record" status will be mailed to you.

A copy of your "Record" or "No Record" report should then be mailed to     MYSA, Attention Risk Management Coordinator, PO Box 102, Mountain Top, PA 18707.
 

4. Procedure for Securing FBI Criminal Background Check

If you HAVE resided in Pennsylvania for the last ten years, simply write a signed statement to that effect (also affirming that you have no conviction that would otherwise disqualify you) and mail it to   MYSA, Attention Risk Management Coordinator, PO Box 102, Mountain Top, PA 18707.

If you HAVE NOT resided in Pennsylvania for the last ten years, then follow these procedures:

Start by visiting the FBI Criminal Background Check web site at  https://www.pa.cogentid.com/index_dpw.htm      

Click on "Registration Procedures" for a step-by-step explanation of how to proceed.  You'll be instructed to register online first - on the COGENTID web site - BEFORE visiting a fingerprint location to secure a set of your fingerprints.  (See fingerprinting options described below.)

When completing your registration on the COGENTID web site, you'll see a series of dialog boxes asking for "Agency Name," and "Agency ID" and "Agency Address," etc.  Skip these non-required fields, and proceed to the information that is required.

Once your FBI Clearance is processed and you've received a document confirming its completion, send a copy of the clearance confirmation to   MYSA, Attention Risk Management Coordinator, PO Box 102, Mountain Top, PA 18707.


SECURING FINGERPRINTS IF YOU NEED THEM

Your fingerprints can be secured at either (1) a Cogent-approved fingerprint scanning center (uses no ink) or (2) at a local or state police department in or near the township in which you reside (using ink cards). 
 
USING A COGENT-APPROVED FINGERPRINT SCANNING LOCATION:

Your initial registration  payment can be made online by credit or debit card, or if you've   decided to visit a Cogent-approved print-scanning location, your payment can be made there instead,  using only a money order or cashier's check payable to "3M Cogent."    Be sure to take an approved photo ID to the fingerprint location where your prints will be scanned.  Your prints will be automatically transmitted to the FBI for clearance approval.  A paper copy of   the Federal Criminal History Report will then be forwarded to you directly  .

From Interstate 81 South or North:
Use the Wilkes-Barre exit to Route 309 North.  Take 309 North to exit 3 (Plains exit).  At t  he bottom of the exit ramp turn left onto River Street.  Travel 2 miles toward the City of Wilkes-Barre.  Turn right onto Pierce Street and travel 1.5 miles to Tioga Avenue.  Turn left on Tioga Avenue and the Luzerne Intermediate Unit is on the right side.

From Route 118/415:
Use Route 309 South towards Wilkes-Barre.  Take exit 3 (Plains exit).  Turn Right onto River Street.  Travel 2 miles toward the City of Wilkes-Barre.  Turn right onto Pierce Street and travel 1.5 miles to Tioga Avenue.  Turn left on Tioga Avenue and the Luzerne Intermediate Unit is  on the right side.

From I-81, take exit 168.  Turn left onto Highland Park Blvd, left onto W-B Twp Blvd, right onto E Northampton St, left on S Wilkes-Barre Blvd, 2nd right onto Hazle St.  Continue on Academy St, right onto S. Franklin St.  Building is on right side of road. **Ring bell at side door of the building for service and entry.

USING A LOCAL POLICE DEPARTMENT TO SECURE SETS OF INKED FINGERPRINTS    


As an alternative to visiting one of the three designated   Cogent   fingerprinting locations, you can instead have inked prints made at your local township police department.  Here are the instructions for this procedure:    

Step 1:   Identify the local police jurisdiction or State Police who is able to take ink-based fingerprints and place them on FBI fingerprint cards.  Examples would include:

Wright Township Police at 321 South Mountain Boulevard   (570-474-9251)
Fairview Township Police at 65 Shady Tree Road   (570-474-9683)
Rice Township Police at 3000 Church Road   (570-868-6400)
Dorrance Township Police at 7844 Blue Ridge Trail   (570-868-5909)

Most police departments do not provide blank cards for fingerprints that are being requested for background checks.  Be sure to ask this question when you call to schedule your prints to be made.  If you need to provide the blank fingerprint cards, you can download them from the    FBI’s web site at:       http://www.fbi.gov/about-us/cjis/identity-history-summary-checks/fd-258-1 

Step 2:  Register on-line at www.pa.cogentid.com  Select the “Department of Public Welfare” and then select “register online.” Go through the online registration process.  Print out the last screen where it says you have completed registration. The fee can be paid online with a credit card or you can submit a money order. (If using a money order, make it payable to 3M Cogent). 


Step 3:    Mail in the completed finger print cards (2 sets), a copy of the registration receipt and a money order (if applicable).  Mail to 3M Cogent,   Attn: Fingerprint Card Scan PA DPW,  5025 Bradenton Ave., Suite A,  Dublin, OH 43017.  

Important Note - The FBI needs two separate sets of ink print cards submitted before they will do a name search.  If the first set isn’t clear enough and the FBI rejects them, this will add a significant delay if you did not get two sets completed initially.  Please be sure to get two done, send them both, and the second set will be held to see if the FBI rejects the first set.  

Important Note – When you register on-line, you are going to enter your address.  This address is used to not only assist in the search of a criminal record but is also used to mail the results letter.  Be sure to enter an address where you can receive your results letter.
